Job Duties: | • Position shall be primarily responsible for oversight of projects and compliance activities including, but not limited to, oil management in support of the Stipulated Order (SO) of the United States of America vs. the Commonwealth Utilities Corporation and the Commonwealth of the Northern Mariana Islands. • The PCM shall assist the Petroleum and Compliance Manager in overseeing all oil spill prevention, preparedness and response operations, compliance activities and project deliverables on a daily basis, as required by stipulated order. • The PCM shall also function as the Acting Petroleum Compliance Manager during the absence or non-availability of the Petroleum Compliance Manager and will be the person responsible for maintaining regular contact with EPA staff regarding section 311 Clean Water Act compliance, including representation in the US Federal court and before other regulatory agencies. • The Executive Director may delegate authority to the PCM during the absence of the Petroleum Compliance Manager including authority to make decisions for the management and operations of oil related items required by stipulated order. These examples of duties are not exhaustive, and the incumbent may be required to undertake other duties of similar level and responsibility. • Additional projects for power generation infrastructure development may be requested of PCM directly, by Executive Director. |

Qualification Requirements: | A Bachelor's degree in Engineering or other natural science as Chemistry, Biology or Environmental Studies. 10 years of project administration and management, including overseeing work of contractors and company staff in an executive management position with proven management and communication skills. A minimum of three (3) years in oil spill, prevention, preparedness, and response. Work in environmental assessment as related to power plant operations and extensive knowledge of BECQ and EPA regulations. 5 years of experience in preparing bid documents or request for quotations and proposals. 5 years of experience in contract negotiation and preparation. |
