| Job Duties: | SUMMARY Under general direction of VP/COO plans, coordinates, controls, supervises and participates in the provision and services relating to the husbanding of any vessel calling at Saipan to discharge/load cargo; take bunkers, provisions or stores; undertaking repairs; attend crew matters and the like. Performs a variety of work in servicing vessels requiring general husbanding and operational support during a port call. ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. Other duties may be assigned: • Support AMBYTH in providing an effective, confidential ship agency support and marine services to its customers while maintaining a 'Best Value' approach to the service. • Work within and cultivate a team environment, ensuring that Ship Agency personnel are aware of their responsibilities and are able to provide a high level of customer service. • Assist senior management in formulating operational policies and procedures; evaluate efficiency methods; compile special reports and prepare recommendations for management evaluation and action. • Manage and coordinate activities of AMBYTH Ship Agency employees and/or sub-agents on Saipan and other ports in Micronesia; may advise or assist employees in performing duties; conduct staff meetings to discuss operational problems and explain procedural changes; investigate, consider and resolve personnel operation problems or complaints in conjunction with HR protocols and corporate policies. • Monitor performance of AMBYTH Ship Agency personnel and sub-agents to improve efficiencies. • Be proactive in securing additional business and identifying and implementing cost savings. • Manage general husbanding services including but not limited to· coordination of vessel arrival /departures with the appropriate authorities in the required time frame; ensuring vessel operations are performed smoothly; ensure ship operating companies and/or charterers are informed of vessels' current status / schedule; ensuring vessels' documentation is maintained and filed in accordance with AMBYTH's Quality Management System and standard operating procedures; work directly with domestic and international clients; checking and validating port agent disbursement accounts. • Determine work procedures, prepare work schedules and expedite workflow; assign duties and examine work for quality and quantity. Approve overtime work, prepare written response to inquiries concerning operational matters. • Interpret implements and enforces compliance with policies, procedures and safety regulations; ensure good PR and working relationships with principals, customers, vendors and port authorities. • Ability and willingness to work any shift (including overtime) during a 24-hour period and on weekends and holidays. • Local and international travel to visit customers, branch offices and sub-agents • Communicates effectively with customers and committed to be service oriented. • Ensures proper and non-discriminatory treatment of employees. • Communicates effectively with all AMBYTH and SEAFIX departments. • Utilizes management tools to effectively monitor/ track equipment throughout the system. • Monitors marine industry practice and market and provides management with market share assessment reports. • Builds rapport with employees and customers through honesty and good communication. • Enforces company policy and procedures and recommends appropriate disciplinary action as required. • Conducts weekly "tool-box" meetings with staff to review and reinforce performance and productivity levels, customer service standards, safety and the Company's code of conduct. • Manages assigned Department(s) to comply with customer service quality standards and established financial performance objectives. • Addresses all service related issues and recommends corrective action. • Assists with the recruitment and selection process to maintain adequate personnel levels to effectively meet both financial objectives as well as customer service standards expectations. • Reviews and approves all time sheets & overtime reports for Ship Agency personnel. • Conducts annual employee appraisals. • Reviews and submits budget recommendations. • Obtains vessel information to facilitate port entry • Promptly acknowledges and replies to communications with vessel/ operator/ owner/charterer • Prepares Notice of Vessel Arrival and distributes to USCG/Harbor • Master/Immigrations/Customs/Tug Company/Pilot/Port Authorities at least • 24 hours prior to vessel's arrival at pilot station. • Arranges clearance of port formalities/pratique with necessary Federal and local agencies; • Coordinates/plans pre-ops meeting with stevedores/terminal; • Distributes load list and shipping documents to necessary port terminal and stevedore departments. • Request for Special Services with port; arranges line handling; arranges supply of fresh water, fuel and provisions as required; • Coordinates and arranges discharging and loading operations and equipment with stevedores/terminal; • Arranges disposal of dry/wet foreign waste; • Arranges medical/dental as requested; liaise with classification surveyors as necessary; • Coordinates receipt/delivery of project cargo with Shipper/Consignee; Prepares vessel arrival/departure info for prompt transmission to vessel Operator/Charterer; • Coordinates with chandlers and vendors; delivers mail promptly to vessel • Obtains port clearance and submits to vessel in a timely manner; prepares reports. • Assists management in formulating operational policies and procedures. • Evaluates efficiency methods. • Complies to special reports and prepares recommendations for management evaluation and action. • Supervises and coordinates activities of operations employees. • Initiates personnel actions such as promotions, transfers, disciplines and discharge, interviews and trains new employees. • Determines work procedures, prepares work schedules and expedites work flow; assigns duties and examines work for quality and quantity. • Interprets implements and enforces compliance with policies, procedures and safety regulations. • May advise or assist employees in performing duties. • Conduct staff meetings to discuss operational problems and explain procedural changes; • Investigates, considers and resolves personnel operation problems or complaints. • Approves over time work, prepares written response to inquiries concerning operational matters. • Ensures a good PR and working relationship with principals, customers and vendors. • Ability and willingness to work any shift (including overtime) during a 24 hour period and on weekends and holidays. | Comments: | The job opportunity is a temporary, full-time position commencing on October 1, 2019 to September 30, 2020. THREE-FOURTHS GUARANTEE: Workers will be offered employment for a total number of work hours equal to at least three fourths of the workdays of the total period that begins with the first workday after the arrival of the worker at the place of employment or the advertised contractual first date of need, whichever is later, and ends on the expiration date specified in the work contract or in its extensions, if any. TRANSPORTATION AND SUBSISTENCE: If the worker completes 50 percent of the work contract period, the employer will provide, reimburse, or advance payment for the worker's transportation and subsistence from the place of recruitment to the place of work. Upon completion of the work contract or where the worker is dismissed earlier, the employer will provide or pay for the worker's reasonable costs of return transportation and subsistence back home or to the place the worker originally departed to work, except where the worker will not return due to subsequent employment with another employer or where the employer has appropriately reported a worker's voluntary abandonment of employment. The amount of transportation payment or reimbursement will be equal to the most economical and reasonable common carrier for the distances involved.
