Job Title: Assistant Payroll Manager
Job Duties: • Maintains payroll information by designing systems; directing the collection, calculation, and entering of data. • Maintain complete knowledge of payroll system and procedures. • Updates payroll records by reviewing changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers. • Supervises Payroll staff and ensures that staff acquire the necessary skills and performance attributes, in line with business and personal development needs • Maintains a complete and accurate database of employee particulars and salary details. Liaises closely with the Human Resources Department regarding any payroll related matters. • Reviews time cards received from each department for authorization by Department Head, figures and totals. Resubmit amendments to the Department Head concerned for acknowledgement. • Verifies overtime hours claimed against the “Request for Overtime” form and ensures that prior authorization has been granted; otherwise, resolves discrepancies with the Department Head concerned. • Reviews all Status Change Forms for completeness and accuracy of information before inputting data into the system; resolves discrepancies with HR Department. • Assists in processing bi-weekly payroll by deadline through payroll applications. • Timely preparation and submission of the following reports: o Monthly payroll journal o Monthly statutory deductions and remittances o Tax report required by federal and local government o Summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages • Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments. • Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions. • Prepares required form instructing Accounts Payable to raise salary checks and all statutory payments. • Maintains confidentiality of all information regarding payroll records. • Maintains employee confidence and protects payroll operations by keeping information confidential. • Handles employee inquiries regarding paychecks according to department procedures. • Performs payroll and employee audit periodically. • Contributes to team effort by accomplishing related results as needed • Interact with department and team members, management, and contractors professionally and positively. • Encourage good relationships, promote team spirit, and ensure effective two-way and multicultural communications. • Adhere to the company policies and procedures and comply with the Code of Conduct. • Perform other related duties as assigned.

Qualification Requirements: • Bachelor’s degree in Accounting/Business Administration or equivalent experience in related field • No less than 1-5 years of experience in Payroll, with some experience in managing payroll of a large company with more than 1,500 employees • Minimum of 3 years of Payroll supervisory experience • Experience and knowledge with payroll and time keeping systems, such as Ceridien and Kronos • Strong knowledge of tax rules and regulations, compensation & wage structure • Understanding of the CNMI tax code and employment law • Experience, knowledge and skills in financial accounting • High degree of accuracy, attention to detail and confidentiality • Self-motivated, well-organized, responsible, friendly and polite with excellent communication and interpersonal skills • Team player who responds quickly to demands and thrives in a high-pressure work environment. • Able to multi-task.
