Job Title: Accounting & Billing Clerk
Job Duties: Nature of Work in this Position: The primary responsibility of the Billing Clerk is to file and keep record of invoices and supporting documents, receipt payment, daily deposit slip and collection report, reconcile totals with deposits, print and send monthly invoices and suspension letter to clients and assist in the collections department. Handle billing requirements, resolve inquiries regarding billing issues and contact customers in order or to collect payment or relay account information. Additional responsibilities include reviewing vendor invoices, validate invoices, request Accounting to issue check payment and maintain accurate records of payables. Illustrative Examples of Work: • Performs the daily receipting for Island Home Insurance Co and StayWell Saipan. • Prepares the Island Home Insurance Co and StayWell Saipan daily deposit slip report. • Scans the Island Home Insurance Co and StayWell Saipan daily tally sheet report and save to appropriate share folder. • Performs billing and invoicing duties. • Print and sends monthly invoices and suspension letter to clients. • Posts the daily collection payments on Commercial, Government and Personal Trust payment log. • Performs the daily reconciliation for Commercial, Government and Personal Trust Accounts. • Prepares the daily remittance advice for Commercial, Government and Personal Trust Accounts. • Posts the adjustments to the USSI program. • Prepares the premium check reimbursement request and forward to Enrollment. • Handles the Petty Cash Fund. • Process vendor invoices, review invoice for accuracy, prepare check request and forward to Accounting, maintain accurate records of Saipan payables. • Responsible for file and batch; keep records of invoices and support documents. • Assists in the collection department. • Resolves inquiries regarding billing issues. • Contacts customers in order to obtain or relay account information. • Answers telephone inquiries. • Assists StayWell members and walk-in customers on health insurance inquiries. • Assists Off/On Island Pre-Certification and forward to STWL-Saipan Office Health Officer/Saipan Officer Manager. • Perform related duties as required. (Related duties are duties that may not be specifically listed in the class specification or position description, but that are within the general occupational series and responsibility level typically associated with the employee’s class of work.)

Qualification Requirements: Minimum Experience and Training: Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to: • A Bachelor’s Degree in Accounting; • Minimum of two (2) years clerical or related work experience; • Exposure to assisting clients and customers; • Proficient in the use of Microsoft Office (Excel, Word, PowerPoint, Outlook); and • Computer literate (Windows based).
