| Job Duties: | The Assistant General Manager (AGM) is responsible for assisting the General Manager in overseeing the staff and all operational and administrative functions of PTI in directing the profitable growth of the Corporation's Micronesian operations, providing a full range of local, inter-island and international telecommunication services, to include voice, data, image, CPE, cellular, and coin/prepaid card service for residential, business and government customers. The AGM will also be responsible for the build-out and marketing of the network in provincial areas throughout Micronesia, developing new services and devices. 1. Ensure the development and successful accomplishment or compliance with the established PTI mission, policies and procedures, relevant provisions of the union agreement, corporate business strategy and objectives, quality assurance and safety programs and standards. 2. Assist the General Manager in leading and directing the PTI management team in the development of the PTI business strategy, succession plan and other short and long-term corporate plans, utilizing input and expertise from all members of the management team. 3. Assist the General Manager in ensuring that individual department managers develop and accomplish departmental goals and objectives in line with the PTI Mission and business strategy. 4. Provide guidance and oversight to department Managers to assist them in ensuring efficient and successful departmental operations through the development of performance measures, establishment of goals and objectives, setting priorities and obtaining and giving feedback. 5. Work with the General Manager and Chief Financial Officer in the development of the annual budget, based upon input from the department Managers. Hold Managers accountable for ensuring that monthly actual expenditures remain within the budgeted amount. 6. Assist the General Manager in corporate operations to attain the desired percentage of profitable growth and return on equity, as established by the PTI Board of Directors, through development of strategic, business and operational plans, budgets, financial projections, periodic comparisons of actual performance against budget and participation in commercial policy decisions as to pricing, terms of sale, credit and collection. 7. Assist the General Manager in directing the generation of revenues through aggressive network and CPE sales and effective marketing, to include the development and implementation of product/service plans, product life cycle management, and product marketing for all PTI products and services, and successful marketing communications ( advertising, promotions, and publicity) strategies to stimulate demand. 8. Ensure that all network and customer services provided in the CNMI meet or exceed industry quality standards (e.g., repair commitments, trouble reports, answer time). 9. Ensure that Switching, Transmission and Outside Plan and Land and Buildings management meets PTI requirements for growth, providing sophisticated new services comparable to those in the U.S. domestic and Asian markets. 10. Direct all CoBank compliance, ensuring that PTI network projects are in compliance with strict federal government requirements to obtain CoBank funding for PTI expansion. 11. Develop a corporate commitment to Equal Employment opportunity, establishing guidelines for policy and practice of non-discrimination and freedom from harassment in all aspects of the PTI employment processes and work environment. 12. Ensure that the PTI Office of Human Resource Management provides sound, planning, staffing, organization, compensation, training/development, labor relations, and legal compliance guided by PTI policies, U.S. and Commonwealth laws and regulations. 13. Direct the preparation of management and financial reports for the PTI Board of Directors, CoBank, rating agencies and federal and local regulatory and tax authorities. 14. Negotiate PTI infrastructure support in the financial community (bankers, auditors, local government finance officials), participate in the development and presentation of rate case information to the Public Utilities Commission, and provide presentations and testimony to local government officials and the local legislature. 15. Direct the periodic preparation of financial analyses of product management data, marketing effectiveness, international toll simulation, and business segments. Review al recommendations and direct the necessary strategic and operational changes to improve profitability. 16. Remain professionally current on job-specific procedures through training courses, seminars, conferences, professional memberships, and the review of technical research papers and reports, data trends, and professional journals. 17. Provide guidance and support to the Office of Human Resource Management in the development and implementation of in-service and cross-training, and other programs and strategic to improve accounting and managerial skill levels, enhance individual employee advancement potential, productivity, safety, and quality within the Department. 18. Ensure that all department Managers provide personal involvement and commitment to the development and successful implementation of employee training and development programs. 19. Perform other related duties or tasks that contribute to the attainment of the PTI business strategy and successful corporate operations. |

| Qualification Requirements: | Education: Bachelor's degree from an accredited college or university in telecommunications, electronic engineering, business administration, marketing or a related field of study; an MBA or job-related Masters degree desired. Work Experience: Fifteen years progressively responsible experience in all aspects of telecommunications management, with five years as an operations manager or director, possessing strong telecommunication sales, services, operations, and engineering knowledge. Knowledge of: a. Telecommunications standards and practices b. Telecommunications local, federal and international laws and regulations. c. Telecommunications equipment, business systems, networks, and processes. d. Telecommunications sales, services, operations, financial, and engineering roles and responsibilities. e. Performance management and motivation techniques. f. Accepted management/supervisory theories and practices. g. Principles and concepts of team building, strategic planning and resource management. Skills in: a. Managing human and material resources b. Leading the company in achieving its shorts and long term goals c. Developing strategic business plans and other long and short range plans d. Analyzing performance results to determine methods of improving service e. Preparing written reports, statistics, and analysis. f. Managing employees in a professional-level finance and accounting work environment g. Use of personal computer hardware and Microsoft software programs to include MS Excel, Access, MS Outlook and Word Ability to: a. Represent the Corporation to all of its stakeholders b. Achieve corporate profits in a fast paced and progressive environment c. Communicate clearly, concisely and accurately with all levels of staff, customers, business partners and government officials, both verbally and in writing d. Supervise and motivate professional-level staff e. Identify needed internal management controls and design and implement said controls f. Learn, maintain and advance knowledge and skills in the job-specific aspects of the developing telecommunications field. g.
